ANSAC believes everyone should be a good steward of the environment; however, issues relating to water use , water rights, or water depletion are not within the scope of ANSAC's authority.

ANSAC's mission is twofold, to determine the navigability of Arizona's 39,039 watercourses as of statehood February 14, 1912 for streambed title purposes, and to determine the public trust values of all watercourses that were navigable at statehood.

ANSAC has compeleted the evidentiary navigability hearings portion of its mission, with the final hearing completed January 18, 2006, on the Verde River.  Throughout its history including transformations, ANSAC has conducted more than 130 total hearings, with hearings in every Arizona county, and has adjudicated the navigability of approximately 39,039 watercourses.  ANSAC is now in the report research and writing and the appeals phases of its work, with five appeals pending in state court:  Lower Salt River, San Pedro River, Santa Cruz River, Upper Salt River, and Verde River.

We attempt to keep our office hours flexible to provide optimum service to our customers by being available for the review of evidence at almost any time.   Prior arrangements are necessary partly to insure two opposing parties do not review the same evidence at the same time.
